He in the opening cutscenes (referred to as "Jack Straw" in the credits), the report written by B.J. is presumably sent to him and the OSA Director.

Behind the scenes[]
He looks somewhat similar to Jack Stone from RTCW, however, he does have different colored hair (different hair style), and perhaps slightly different colored eyes. He wears blue suit rather than grey. There might be slighlty different facial features, and forehead profile, but both wear glasses.
Gordon (full name unknown) appears to share a similar role in The New Order.
He is played by Shaun O'Hagan.
